Financial Services Budget Formulation Analyst
Job Description: Establish a pivotal role with Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).
Responsible for supporting the financial health and strategic alignment of a directorate/component/office financial resources. Spearhead development, execution, and monitor budgets for both internal and external requirements, understanding of the Intelligence Community’s financial landscape, details related to resource allocation, budget forecasting, and Congressional appropriations and allocations.
The Analyst will contribute to the formulation, support, and execution of the National Intelligence Program (NIP) Budget. Includes traditional budgetary tasks, alignment of financial resources with goals and objectives of NIP. Will analyze and synthesize financial data, enabling decision-making and resource allocation in alignment with IC and organizational priorities.
Analyst will have Direct budgetary responsibilities, engage in efforts with cross-functional teams, foster effective communication and coordination. Work with government stakeholders to understand their financial needs, insights, alignment with broad organizational strategies.
The Analyst will serve as SME, staying up-to-date relevant legislative and financial appropriation and authorization changes that may impact budgetary considerations for the IC. Navigate financial intricacies of the ODNI (Office of the Director of National Intelligence) and the IC.
Contribute to budget formulation objectives and goals of the organization, collaborate for the financial resilience and success of the Intelligence Planning, Programming, Budget, and Execution Process.
Key Responsibilities: • Provide expert guidance, produce reports for the budgets and financial activities. • Support budget program execution, alignment with resources and programmatic goals. • Generate budget reports for customer offices, components, NIP, funding, activity profiles. • Develop, review, respond to budget exercise submissions to align with strategic goals. • Aid fiscal guidance, implement schedules for each phase, for customer review, acceptance. • Assist building Standard Operating Procedures (SOPs), recommend process enhancements. • Contribute to the development of budget analysis, financial data calls, portfolio reviews. • Aid customer develop, evaluate fiscal program for internal components, IC-wide Programs. • Draft narratives, input for Congressional Budget Justification Book (CBJB) to Congress. • Support development, production of various CBJB National Intelligence Program initiatives. • Generate talking points, briefings, products, reports, congressional responses pertaining to the NIP, delivering these to large interagency forums and working groups. • Assess the IC budget across cross-functional areas and disciplines. • Participate in the full cycle of intelligence planning, programming, budgeting, evaluation. • Collaborate with USG and IC partners through large interagency forums, working groups. • Collect, analyze various financial reports and data calls through strategic portfolio reviews. • Track congressional legislation and its impacts on the NIP budget. • Develop standard operating procedures and deliver training to customers. • Develop and produce cost-benefit trade-offs and investment strategies for the NIP budget.
Basic Qualifications: • Current and active TS/SCI Clearance with Polygraph required • BA degree or better in Finance, Accounting, or Economics. • 12 – 15 years of prior relevant experience or Masters with 10 – 13 years’ experience. • 7-10 years working in government budgeting of which 3-5 years in Intelligence Community. • Expertise with government budget formulation activities, • Familiar with Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).
